The core point of Jamaat-e-Islami’s “Badal Do Nizam” movement is judicial independence and the restoration of the Constitution: Hafiz Naeem ur Rehman

Jamaat-e-Islami Pakistan Ameer Hafiz Naeem ur Rehman has said that the country cannot progress without the supremacy of the Constitution and the rule of law. He stated that the rule of two families has disfigured the Constitution through self-serving amendments. “Not only the judiciary, but the entire system of justice has been destroyed,” he said. According to him, the rich buy justice with money, while the poor spend their entire lives being pushed from one court to another, yet still do not receive justice. He described this as a system of oppression and said that as long as it remains imposed, the dream of development and prosperity cannot be fulfilled.

He emphasized that judicial independence and the restoration of the Constitution are the fundamental points of Jamaat-e-Islami’s “Badal Do Nizam” movement, and called upon lawyers to rise for the mission of restoring the Constitution and to support the movement.

He expressed these views while addressing a reception hosted at Mansoorah under the auspices of the Islamic Lawyers Movement, held in honour of newly elected office-bearers of the Lahore High Court Bar Association, Lahore Bar Association, Pakistan Tax Bar Association, Pakistan Business Forum, and Islamic Lawyers Movement Pakistan.

Speakers at the event also included Lahore Circle Ameer Ziauddin Ansari (Advocate), Islamic Lawyers Movement President Asad Manzoor Butt (Advocate), Lahore High Court Bar Association President Babar Murtaza Khan, Lahore Bar Association President Irfan Hayat Bajwa, Pakistan Tax Bar Association President Sheikh Ehsan ul Haq, and Pakistan Business Forum President Dr. Mushtaq Mangat. Former presidents of the Lahore Bar Association, members of the Punjab Bar Council, senior lawyers, and business representatives also attended.

Hafiz Naeem ur Rehman said a society cannot survive on a system of oppression. He argued that reform of the justice system is essential to correct educational, economic, and social decline, and described the current justice system as a “rotting corpse.” He claimed that those who tamper with the Constitution rise to high offices, while those who should be held accountable mock the courts—and that the courts themselves have become parts of an oppressive system.

He further alleged that the country has been turned into a police state, where influential landlords, feudal figures, and capitalists “buy” courts and police officials to hold the public hostage and exploit them. He said mafias have captured power—such as the sugar mafia, drug mafia, flour mafia, and petroleum mafia—and are squeezing the public. He claimed there is no effective accountability, and that large sums are collected daily from motorcyclists, labourers, and students in the name of the petroleum levy. According to him, the poor, farmers, and salaried classes pay taxes, while capitalists and feudal elites face little accountability and enjoy public money.

He criticized the Federal Board of Revenue (FBR), alleging that more than 25,000 employees sit idle in offices, draw billions in salaries, and are not held accountable for their work.

Concluding, the Jamaat-e-Islami Ameer said that no government can face difficult circumstances without public support. He said that global—especially regional—conditions require a truly representative government in the country. He claimed that those imposed in power fear even holding local government elections and are not prepared to allow direct election of union council chairmen by the people. He warned that the buying and selling of votes seen in the Senate and assemblies could spread to thousands of union councils. He urged lawyers to become the frontline force of Jamaat-e-Islami’s movement for the protection of the Constitution and the supremacy of law.
